Teams with existing Heroku apps or those deeply integrated with Salesforce that value enterprise-backed PaaS.

Cost-sensitive new projects — dyno pricing is markedly higher than Render, Fly, or Railway for equivalent performance.

What is Heroku?

Heroku is the platform that defined the modern PaaS. Apps deploy by pushing to a Git remote; buildpacks detect the language and run. Now part of Salesforce, it remains widely used for legacy Rails, Python, and Node apps at mid-market companies. Pricing and feature investment have lagged newer entrants (Render, Fly), pushing many new projects elsewhere, but migrations off Heroku remain a big consulting market.
